This system is a client-facing analytical tool used for browsing ATC’s historical database of incident reports, investigating interesting trends and patterns in activity and producing detailed graphs, charts and heat maps. Analytical graphics produced by the platform can be used to enhance the quality of briefing slides and assessments.

Each event recorded on the platform is categorized with up to 20 data points defining its date; location; context; Types and Sub-Types of Incident, Instigator and Target; and more. Each country database has been structured to be interoperable with the others, while maintaining country-specific nuance in the categorization of the data.

Secure, Scalable, and Resilient by Design

Our platform is built on Amazon Web Services and is designed around four core principles: scalability, reliability, resiliency, and security. Each of these is supported by specific infrastructure components working together.

The platform is designed to handle changing workloads by automatically adjusting capacity. Our backend runs on Amazon EKS, where multiple application instances (pods) can scale horizontally based on demand. These workloads are supported by Amazon EC2 instances that scale through Auto Scaling. Incoming traffic is distributed using a load balancer, ensuring that requests are evenly handled across available resources. On the frontend, Amazon CloudFront helps absorb spikes in traffic by caching and delivering content closer to users.

To ensure consistent operation, the platform uses managed services that reduce operational overhead and improve stability. Our database runs on Amazon RDS (PostgreSQL), which provides automated backups, maintenance, and failover support. Static assets are stored in Amazon S3, designed for high durability. Supporting services like Amazon SQS help ensure that tasks are processed reliably, even during traffic spikes or temporary slowdowns.

The system is deployed across multiple availability zones to reduce the impact of localized failures. Compute resources (EC2 and EKS workloads) are distributed across these zones, and the load balancer routes traffic to healthy instances only. If one component or zone becomes unavailable, traffic is automatically redirected to others. In addition, asynchronous processing using SQS and event-driven workloads via AWS Lambda helps isolate failures and prevent them from affecting the entire system.

Security is enforced across all layers of the platform. Data is encrypted both in transit and at rest. Sensitive information and application secrets are managed using AWS KMS along with secure configuration practices (e.g., encrypted secrets for Kubernetes workloads). Access to infrastructure and services is tightly controlled following least-privilege principles. External-facing components such as the load balancer and CloudFront also provide controlled entry points to the system.

By building on AWS, the platform aligns with established compliance frameworks such as ISO 27001, SOC 2, GDPR, and HIPAA. In addition, the use of Infrastructure as Code and CI/CD pipelines ensures that infrastructure changes are consistent, auditable, and securely deployed.
